Evaluation On The Regional Expansion Policy in Indonesia

Since 2001, the process of regional expansion policy in Indonesia, which is bottom-up, has been very rapidly. Just in a half of decade, the number of autonomous regions in Indonesia have grown nearly two-fold. Starting in October 1999 to January 2008 has established 205 new areas consisting of 7 new provinces, 164 new districts, and 34 new cities. Through the regional expansion policy, the quality of community life, both in sociocultural, political or economic is expected to be increased. But in fact, there are still pros and cons opinions concerning the effectiveness of the policy implementation. From the executives point of view, almost 80 percent of the regional expansions are unsuccessfull. While from the legislative’s standpoint, the new regions has been well progressing and improve the local community wellfare. So, this study aims to evaluate the performance of the new regional expansions, in improving the quality of the community life by using indicators such as the improvement of quality and equity of public services, increasing the acceleration of economic development, the growth of democratic life, as well as safety and security in the region. The result of the performance evaluation on this expansion area will explain to what extent the regional expansion policy was effectively implemented and vise versa.
